PM Modi Honoured with Sri Lanka’s Highest Civilian Award; Defence,Energy deals in Sri Lanka

In a significant diplomatic gesture, Prime Minister Narendra Modi was awarded the prestigious ‘Mithra Vibhushana’ medal by the Government of Sri Lanka, recognizing his outstanding contributions to strengthening India-Sri Lanka relations and promoting the shared cultural and spiritual heritage between the two nations. This honour marks the 22nd international award conferred on PM Modi by a foreign country.

Sri Lankan President Anura Kumara Dissanayake hosted the Indian leader in Colombo with a grand ceremonial welcome, including a 19-gun salute. He hailed the Indian Prime Minister for his “deep personal friendship” and unwavering support toward Sri Lanka. Modi is the first foreign dignitary to visit the island nation since Dissanayake assumed office last year.

During a televised joint statement, Prime Minister Modi underscored the strategic alignment between the two countries, stating, “Our security interests are aligned. Our security is interdependent and interconnected.” The two nations recently signed a five-year defence cooperation agreement, focusing on training Sri Lankan military personnel in India and enhancing information and technology sharing. This is the first-ever comprehensive defence cooperation pact. It was formalized following wide-ranging bilateral talks between PM Modi and President Dissanayake in Colombo.

President Dissanayake, in turn, reaffirmed Sri Lanka’s commitment to India’s security. “I have reiterated our position to Prime Minister Modi that Sri Lankan territory will not be allowed to be used by anyone to undermine India’s security,” he said, in reference to India’s concerns about Chinese naval activities in Sri Lankan ports.

India had earlier raised alarms over visits by Chinese submarines and research vessels to Colombo’s main port. Since 2014, Sri Lanka has refrained from allowing Chinese submarines to dock, and last year, it imposed a ban on foreign research vessels following Indian allegations of espionage.

Strategic Cooperation and Renewable Energy

Among the key outcomes of the visit was the inauguration of a long-delayed 120-megawatt solar power project in Sri Lanka’s Trincomalee district, developed as a joint Indo-Sri Lankan venture. Backed by New Delhi, the project is expected to boost the island’s renewable energy capacity and marks a new chapter in economic cooperation.

Navigating Regional Dynamics

Modi’s visit also highlighted Sri Lanka’s delicate balancing act between India and China. While President Dissanayake made New Delhi his first foreign stop in December, he soon followed with a trip to Beijing in January, reflecting Colombo’s strategic tightrope walk between its two largest benefactors.

China remains Sri Lanka’s biggest bilateral creditor, holding over half of its $14 billion debt when the country defaulted in 2022. Beijing’s early move to restructure Sri Lanka’s debt was crucial in the island’s economic recovery, paving the way for international assistance. More recently, Sri Lanka signed a $3.7 billion deal with a Chinese state-owned firm to build a major oil refinery in the south, marking the largest foreign investment in the nation’s history.

PM Modi’s Colombo visit came after his participation in the BIMSTEC Summit in Bangkok, where he engaged with several regional leaders to reinforce India’s neighbourhood-first policy. Notably, he held talks with Myanmar’s junta chief Min Aung Hlaing and interim Bangladeshi leader Muhammad Yunus—the latter following the ousting of India’s long-time ally Sheikh Hasina.

Modi also met with Nepalese Prime Minister KP Sharma Oli and Bhutanese leader Tshering Tobgay, further underscoring India’s push to reaffirm its regional influence amid shifting geopolitical currents.
